 The vision of the library: to become a modern library that meets the needs of the community.

 The mission of the library:

 • collect, manage and store all information of cultural and historical value;

• enable the public to use this information;

 • meet the information needs of the community.

Objectives of the library:

 • Collect and store a universal document fund that meets the needs of the municipal community.

• Provide residents with information and public Internet access services.

 • Organize and ensure library and information services and access to various information sources (printed, electronic, etc.) for residents of Šiauliai City Municipality.

• Carry out non-formal education programs and projects related to the library activities, promoting reading, information literacy, socio-cultural education, local history and others.

• Increase the accessibility of culture, develop cultural competences and personal creativity, contribute to the development of information and knowledge society with the services provided.

The library stores a universal document fund, taking into account the municipality's historical traditions, economic and cultural development, demographic situation and the needs of the residents; priority is given to original, children's and classical literature, as well as informational publications.

The library counts 127 000 visits per year, storing about 229 000 documents to meet the information and cultural needs of the residents, 52 different periodicals are subscribed to. The library has 116 computerized work places for users. Free internet is available.

In the Bibliography-information department (Aido St. 27) the Library's Seniors' Handicrafts Club operates, the purpose of which is to promote meaningful communication and participation of older people in the life of the library, the city and the country, to involve them in the processes of creative self-expression, knowledge of culture and art and the development of positive attitude towards the challenges of their age.

In the Reader Service Department (Aido str. 27) there is a Library Readers' Club, the purpose of which is to invite library readers and residents of the southern micro-district, who like books and reading, to discuss a current, popular or readers' favorite book every month in the library.

There is also a book return box near the library (Aido str. 27), where books ordered at the library can be picked up at any time of the day.

In the Children's Literature Department (Gvazdikau takas 8) there is a toyroom, the purpose of which is to be a comfortable and safe space for games and educational hours for children and families. Here you will find toy and picture books, audio books, board and logical games, puzzles, LEGO constructors, sand and light therapy tables, and a dollhouse. The department also houses a collection of world dolls, which includes 132 world dolls in national costumes.

Esperanto language courses are held at the Lieporiai branch (Tilžės str. 36), where you can also find a unique collection of dolls - literary heroes.

 „The Saule“ branch houses (K. Korsako str. 10) a Family Space, a Comic Center and a Foreign Language Learning Center, where you can learn on your own as many as 7 foreign languages ​​(English, German, French, Italian, Spanish, Latvian and Russian).

 A completely new and colorful Karaoke space has been established in the „Šaltinėlis“ branch (Trakų str. 20A).
